Chapter 01 · The Opportunity

A nation ready to stop exporting its future

Under Sénégal 2050, the state has committed to end the export of unprocessed raw materials. The gap between that ambition and today’s reality is wide, BIFA is designed to close it.

01

Senegal stands at an inflection point, and four value chains define it.

Cassava starch, rice, fish, and caustic soda, each present deep, proven, unserved demand.

BIFA organises them into two complementary pillars on one site: an integrated agro-processing platform and a continental-scale industrial chemicals venture, sharing infrastructure, logistics, and a single PPP framework.

Cassava Starch

A $5.93B market growing 6.3% a year

West Africa imports ~180,000 tonnes of industrial starch a year, almost entirely from Asia, landing at $850–1,000 per tonne. Senegal grows a million tonnes of cassava yet has no industrial starch plant. BIFA’s 9,000 t/yr facility closes that gap first.

ii

Domestic · Import substitution

Rice

1.3M tonnes imported / yr

Local paddy has tripled to ~1.5M tonnes, but modern milling is the binding constraint. The government targets self-sufficiency by 2030, BIFA supplies the missing industrial capacity.

iii

Domestic · ECOWAS · Export

Fish

Value captured abroad

Fisheries are a top export earner, yet most of the catch ships raw. Modern canning keeps the value in Senegal, finished, branded, shelf-stable sardinella, tuna, and mackerel.

iv

Continental · Import replacement

Caustic Soda

A continent importing

Africa imports nearly all its NaOH, essential for soap, water treatment, food processing, textiles, mining, and alumina. Production on African soil is minimal. BIFA answers directly.
